Structure of the Russian Federal Chamber of LawyersThe Russian Federal Chamber of Lawyers is an all-Russian non-governmental non-profit organization that comprises regional chambers of advocates of the Russian Federation based on obligatory membership![]() The highest governing body of the Russian Federal Chamber of Lawyers is the All-Russian Congress of Advocates, which is convened at least once in two years and is deemed competent if representatives of at least two thirds of bar chambers participate in its work. The All-Russian Congress of Advocates elects the Council of the Federal Chamber, composed of no more than 30 persons, by secret ballot. The Council of the Federal Chamber of Lawyers is subject to rotation by one third once in two years. The Council elects the President of the Federal Chamber of Lawyers from its members for a term of four years and, upon the recommendation of the President, one or more Vice Presidents for a term of two years. It also determines powers of the President and Vice Presidents. Decisions of the Council of the Federal Chamber are made by simple majority of votes of the Council members participating in the session. Sessions of the Council are convened by the President of the Russian Federal Chamber of Lawyers as frequent as may be required, but no less than once in three months. The session is deemed competent if at least two thirds of members of the Council of the Russian Federal Chamber of Lawyers take part in it. |
